Policy Development and Program Planning

Crafting public policy and designing effective programs involves knowledge of systems,  understanding current law and best practices, program design linked to measurable outcomes and attention to stakeholder concerns. Operating from strong conceptual frameworks that are informed by experience in practice and implementation, we have led policy and program development on a number of issues, including California’s Mental Health Services Act, initiatives to reduce disparities, reforming practices of seclusion and restraints in health facilities, shaping recommendations for millions of dollars in public investment in student mental health and programs to reduce stigma and discrimination, and implementation of the Supreme Court’s Olmstead decision to support community living for seniors and people with disabilities.

Writing and Research

Making complexity clear through policy research, analysis and writing is a fundamental focus and an area where we shine. We produce reports, briefs, executive summaries, memos, fact sheets and other policy materials that are memorable, effective and understandable. A selection of major reports, publications and writing projects can be found here.

Training and Presentations

We develop engaging presentations and clear and understandable training for both state and national venues. We are experienced in webinar formats. A full list of presentations and appearances can be found here and a sample of our training content is here.

Facilitation

A facilitated policy discussion can often develop focus and direction, moving people and organizations from expression to action. We believe public policy conversations benefit from the input of program users, underserved communities, advocates and others. We can help you plan and facilitate a meaningful policy conversation based on listening to people’s experiences and concerns in a way that moves the agenda forward.
